Meet the Y20 EU Delegate – Constantin Alexandru Manda

Constantin-Alexandru Manda is a multifaceted policy advisor, attorney-at-law, and passionate advocate for youth engagement, focused on energy, democracy and EU affairs. Based in Bucharest, he is currently Senior Consultant at leading consultancy firm from Romania, where he focuses on strategic energy projects. He serves as the EU Delegate to the Y20 2025 for the track Climate Change and Environmental Sustainability. He believes in the power of civic engagement, authorities’ public responsibility, and structural changes made through evidence-based policies.

From 2013 to 2022, as a voice of children and youth, he advocated for every child’s right to free access to quality education and coordinated successful advocacy initiatives. Between 2022 and 2023, Alexandru represented Romanian young people within the Council of Europe’s Advisory Council on Youth. . In addition, he has been recognized as a ‘Young European of the Year’ by the Schwarzkopf Foundation in 2021 and was included in Forbes Romania’s ’30 Under 30′ cohort the same year.

Alexandru is the founder of the Young People Votes Initiative, a non-partisan movement aimed at increasing the voting turnout of Romanian youth. Through his leadership, he launched a major campaign that engaged over 1 million young voters in the 2024 elections. 

He worked as an advisor to the Romanian Minister of Energy, the Minister of Research, Innovation and Digitalization, and within the Prime-Minister’s Chancellery, where he has helped shape public policy and legal frameworks, particularly in the fields of education, energy, and digital transformation. Also, Alexandru has extensive experience as a policy consultant for international organizations, private sector, and civil society organizations

Alexandru’s commitment to public service and his extensive experience in the legislative and policy-making arenas make him a strong advocate for advancing democracy, youth participation and solving the energy trilemma.

Alexandru has a law degree from the University of Bucharest. He also graduated the Executive Diploma program at the European Academy of Diplomacy, where he specialized in International Security.
